From what i can guess from their new dialogs its either it is a different timeline Takeda or its another new student of Bi-Han along with Hanzo

Orrrrrr it would be cool if he was both Takeda time travelling AND Hanzo Hasashi, present day New Era. We know from his dialogue with Kuai Liang that he has a relationship with new era Kuai Liang. So at the least, the young version is native to new era. Hanzo or no.
